Who Can Apply for a Permanent Driving License?

You can apply for a permanent driving license if:

  • You are at least 18 years old (for private vehicles).
  • You already have a valid Learner’s License.
  • You have completed the required waiting period after getting your Learner’s License (usually 30 days).
  • You apply within 6 months of getting your Learner’s License.

Documents Required

Keep these documents ready:

  • Valid Learner’s License number
  • Aadhaar Card (for identity proof)
  • Address proof (if different from Aadhaar)
  • Passport-size photograph (if required)
  • Application fee payment details

Step-by-Step Process to Apply Online

Step 1: Visit the Official Website

Go to the official Parivahan website:

This portal is managed by the Ministry of Road Transport and Highways.

Step 2: Select Your State

  • Click on “Online Services”
  • Choose “Driving License Related Services”
  • Select your State from the list

You will be redirected to your State’s transport service page.

Step 3: Click on “Apply for Driving License”

  • Enter your Learner’s License number
  • Enter your date of birth
  • Click “OK” to continue

Your details will be automatically filled from the system.

Step 4: Fill the Application Form

  • Confirm your personal details
  • Select the vehicle class (Bike, Car, etc.)
  • Submit the form

Step 5: Upload Documents (If Required)

Some states require online document upload. Upload:

  • Address proof
  • Identity proof
  • Photograph and signature (if asked)

Step 6: Pay the Application Fee

  • Pay the driving license fee online
  • You can pay using debit card, credit card, or net banking
  • Save the payment receipt

  • Confirm your appointment at the RTO (Regional Transport Office)

Step 8: Visit the RTO for Driving Test

On your test day:

If you pass the test, your Permanent Driving License will be approved.

After Passing the Test

  • Your DL will be sent to your registered address by post.
  • You can also download your digital license from the Parivahan portal.
