Getting a Permanent Driving License (DL) in India is now easier because you can apply online. The Government of India provides online services through the Ministry of Road Transport and Highways (MoRTH) on the Parivahan Sewa portal.

Who Can Apply for a Permanent Driving License?
You can apply for a permanent driving license if:
- You are at least 18 years old (for private vehicles).
- You already have a valid Learner’s License.
- You have completed the required waiting period after getting your Learner’s License (usually 30 days).
- You apply within 6 months of getting your Learner’s License.
Documents Required
Keep these documents ready:
- Valid Learner’s License number
- Aadhaar Card (for identity proof)
- Address proof (if different from Aadhaar)
- Passport-size photograph (if required)
- Application fee payment details
Step-by-Step Process to Apply Online
Step 1: Visit the Official Website
Go to the official Parivahan website:

This portal is managed by the Ministry of Road Transport and Highways.
Step 2: Select Your State
- Click on “Online Services”
- Choose “Driving License Related Services”
- Select your State from the list
You will be redirected to your State’s transport service page.
Step 3: Click on “Apply for Driving License”
- Enter your Learner’s License number
- Enter your date of birth
- Click “OK” to continue
Your details will be automatically filled from the system.
Step 4: Fill the Application Form
- Confirm your personal details
- Select the vehicle class (Bike, Car, etc.)
- Submit the form
Step 5: Upload Documents (If Required)
Some states require online document upload. Upload:
- Address proof
- Identity proof
- Photograph and signature (if asked)
Step 6: Pay the Application Fee
- Pay the driving license fee online
- You can pay using debit card, credit card, or net banking
- Save the payment receipt
Step 7: Book a Driving Test Slot
- Select “Slot Booking”
- Choose your preferred date and time
- Confirm your appointment at the RTO (Regional Transport Office)
Step 8: Visit the RTO for Driving Test
On your test day:
- Carry original documents
- Reach the RTO on time
- Take the driving test
If you pass the test, your Permanent Driving License will be approved.
After Passing the Test
- Your DL will be sent to your registered address by post.
- You can also download your digital license from the Parivahan portal.
- You may access a digital copy through the DigiLocker app.
Important Tips
- Practice driving properly before the test.
- Reach the RTO at least 15 minutes early.
- Make sure your documents are correct and updated.
- Do not apply through unauthorized agents.
Processing Time
- Test result: Same day or within a few days
- License delivery: Usually 2–4 weeks (depends on state)
