Applying for a Permanent Driving License (DL) in India is now a smooth and digital process. The online application system is managed by the Ministry of Road Transport and Highways through its official portal called Parivahan Sewa.

Who Can Apply?
You are eligible to apply for a Permanent Driving License if:
- You are 18 years or older (for private vehicles).
- You already have a valid Learner’s License.
- 30 days have passed since the Learner’s License was issued.
- You apply within 6 months before the Learner’s License expires.
Documents to Keep Ready
Before starting your application, make sure you have:
- Learner’s License details
- Aadhaar Card or other valid ID proof
- Address proof (if required)
- Passport-size photo (if needed)
- Debit/credit card or net banking for payment
Online Application Steps
Step 1: Open the Official Website
Go to the official Parivahan portal:
https://parivahan.gov.in
The portal is operated by the Ministry of Road Transport and Highways.
Step 2: Choose Your State
- Click on “Online Services”
- Select “Driving License Related Services”
- Pick your State from the list
You will be redirected to your State Transport Department page.
Step 3: Begin Your Application
- Click on “Apply for Driving License”
- Enter your Learner’s License number
- Fill in your date of birth
- Click continue
Your personal details will automatically appear on the screen.
Step 4: Confirm and Submit Details
- Review your information carefully
- Select the type of vehicle you are applying for
- Submit the form
Step 5: Upload Required Files
In some states, you may need to upload scanned copies of:
- Identity proof
- Address proof
- Photo and signature
Step 6: Pay the Application Fee
- Complete the fee payment online
- Use card or net banking
- Save or print the payment receipt
Step 7: Schedule Your Driving Test
- Click on “Slot Booking”
- Select a suitable date and time
- Confirm your test appointment at the RTO
Step 8: Appear for the Driving Test
On the day of your appointment:
- Carry all original documents
- Arrive at the RTO on time
- Take the practical driving test
If you successfully pass the test, your Permanent Driving License will be approved.
After Approval
- The physical license will be sent to your registered address by post.
- You can download a digital copy from the Parivahan website.
- A digital version is also available through the DigiLocker app.
