Getting a Permanent Driving License in India is now more convenient because most of the steps can be completed online. The online service is provided by the Ministry of Road Transport and Highways through its official website, Parivahan Sewa.
Below is a simple explanation of how you can apply.

Who Is Eligible?
You can apply for a Permanent Driving License if:
- You are 18 years old or above (for cars and bikes).
- You have a valid Learner’s License.
- At least 30 days have passed since your Learner’s License was issued.
- You apply before your Learner’s License expires (within 6 months).
Required Documents
Before starting the application, keep these ready:
- Learner’s License number
- Aadhaar Card or other ID proof
- Address proof (if needed)
- Passport-size photograph (if required)
- Online payment option
Online Application Process
Step 1: Visit the Official Portal
Open the official website:
https://parivahan.gov.in
This portal is operated by the Ministry of Road Transport and Highways.
Step 2: Select Your State
- Click on “Online Services”
- Choose “Driving License Related Services”
- Select your State name
You will be taken to your state transport department page.
Step 3: Start the Application
- Click on “Apply for Driving License”
- Enter your Learner’s License number
- Enter your date of birth
- Continue to the next page
Your information will automatically appear on the screen.
Step 4: Fill in the Details
- Check your personal information carefully
- Choose the vehicle category (two-wheeler, four-wheeler, etc.)
- Submit the application
Step 5: Upload Documents (If Needed)
Some states require online document uploads. You may need to upload:
- Identity proof
- Address proof
- Photo and signature
Step 6: Pay the Required Fee
- Make the payment online using card or net banking
- Save the payment receipt for reference
Step 7: Book Your Driving Test Appointment
- Select the slot booking option
- Choose a suitable date and time
- Confirm your appointment at the RTO office
Step 8: Take the Driving Test
On the selected date:
- Carry all original documents
- Reach the RTO before time
- Complete your driving test
If you pass the test successfully, your Permanent Driving License will be processed.
After You Pass
- Your driving license will be sent to your home address by post.
- You can also download a digital copy from the Parivahan website.
- A digital version can be accessed using the DigiLocker app.
